In the book of Daniel, Nebuchadnezzar of the Babylonian Empire, made a decree (law) one day and if he didn't want it the next day, he could change it.  He was sovereign over his territory.

On the other hand, later Darius, the King of the Medes and Persians, he did not have the sovereign right.  When he made a law then it was final.  It couldn't be changed.

That is why when he found out that Daniel continually prayed three times a day, he had to have him put into the the lion's den.  He loved Danial, but he could not change the decree.  He told Daniel that His  (Daniel) God would take care of him and He did.
